למה לא ניתן להגביל את השהייה לשעתיים בלבד ואז יוכלו לעלות יותר אנשים?
ניתן לאכוף את זה באמצעות סריקה של הכרטיס גם בדרך חזור, מי שיסרוק יותר מאוחר ישלם קנס, לדוגמה על כל רבע שעה איחור תינתן קנס של 100 ש"ח.
